The question under Section 19 as to whether

such and such a person is a fit and proper person to settle the matter to unimportant to disagreement therein referred to is a be referred to the Executive Council.

The appointment of the officer or officers under section 34 to inspect the cars etc., is also a matter too unimportant to be referred to the Executive Council. All sp- -pointments are within the exclusive right of the Governor.

The order under section 3 approving of the securities would be made after a Report by the Registrar of Companies who after enquiry would only submit the securities if satisfied as to their validity.
